Highlights from our 2025 Annual Report

2025 was a year marked by continued conflict and instability, from the ongoing war in Ukraine to alarming increases in violence committed in Sudan and the Democratic Republic of the Congo (DRC), among others. Dramatic cuts to the humanitarian and development sectors left many of the most vulnerable without access to basic support. Conflict-related sexual violence continued to be used as a brutal weapon of war.  

In these conditions, we continued to work alongside survivors to realise their right to reparation. Despite the global outlook, progress has been made; survivors and our partners continue to support and accompany each other, governments, and high-level international bodies are beginning to adopt the language focused on survivor-centred reparations. 

Support when and where it matters  

In 2025, GSF reached more survivors of conflict-related sexual violence than any other year since our creation – reaching 4,690 survivors – of which 3,986 who received interim reparative measures. We saw the impact of this at every level – from changes in individual wellbeing and mental health, to improved family and community ties.  

Additionally, our ACT work provided support to survivors in critical need. This included urgent interim reparation to more than 700 survivors in Ukraine, where we continue to push for the full delivery of reparations under the Bardina Law. With our partners, we also provided emergency support to 1,056 people – including newly-released survivors of detention in Syria, women and children who fled the ongoing war in Sudan and survivors in DRC. 

State-level collaboration  

GSF is increasingly seen as a leading expert on reparations. In 2025, more State authorities approached GSF for guidance on providing meaningful, survivor-centred reparations.  

In Colombia, we began our Renace pilot with the Victims’ Unit, providing innovative emotional rehabilitation to survivors in several regions of the country. This will be expanded nationwide in 2026. In South Sudan, Guatemala, and Nepal, the work of our partners, alongside the knowledge drawn from our Global Reparations Study (GRS), prompted authorities to request GSF’s technical support on a range of issues, from survivor‑centred methodologies to drafting and advancing reparations legislation. More examples can be found throughout the annual report.
