Kyiv-Geneva, 18 August 2026 – The Global Survivors Fund (GSF) and the High School of Public Governance have signed a partnership and cooperation agreement to provide training to government officials and civil servants who will take part in the roll out of the Bardina Law in the country.
The training programme, yet to be developed by GSF, will cover the practicalities and ways of working to implement the Bardina Law (Law No 4067-IX, “On legal and social protection of persons affected by sexual violence related to the armed aggression of the Russian Federation against Ukraine, and the provision of urgent interim reparations to them”). The curriculum will draw directly on the experience and lessons learnt from the pilot project carried out by GSF and the Government of Ukraine in 2024 and 2025.
Registering a violation of this nature calls for particular skills, empathy and understanding, and the ability to gather the information required from a survivor in a trauma-informed manner and without intruding on their privacy.
This is the key to reach the survivors who need acknowledgement and reparation.

Background
During 2024 and 2025, the Government of Ukraine, in cooperation with GSF, implemented a pilot project providing urgent interim reparations to survivors of conflict-related sexual violence.
Alongside paying compensation to 1,080 survivors, the project contributed to the development of the legislative framework and to the establishment of a national system for urgent interim reparations.
The results of the pilot project directly informed the drafting of the Bardina Law.
GSF is currently developing standard operating procedures, methodological guidelines and other supporting documents to facilitate the effective implementation of the Bardina Law.
